voiceoverToVTT(cues): string

Build a standards-valid WebVTT caption string from voiceover timings.

Each cue becomes a numbered WebVTT cue with an HH:MM:SS.mmm time range. An empty cue list still yields a valid file with just the WEBVTT header.
